Objectives and Tasks According to “Jiangsu Provincial 0utline for Medium and Long-term Education Development and Reform ”(2010-2020)
1. Introducing High Quality Education Recourses
Jiangsu will concentrate on building about 3 first-rate joint universities, 5 high quality joint second-tier colleges and over 50 high class joint programs before 2015. By using “government invitation”, “universities cooperation”, and other relative ways to introduce first-rate universities and colleges of the world come to Jiangsu, and seeking further cooperation via host multiple innovative activities and cooperative programs. Encourage vocational colleges and schools to find different ways to introduce international general professional certificates and the rate of international general certificated vocational schools in Jiangsu will have reached 15% by 2015. Encourage enterprises to take part in the process of talent cultivation through the form of Chinese-Foreign cooperation. Develop all-foreign language teaching curriculums and bilingual teaching curriculums meanwhile both in science and art majors. Each undergraduate college will have built up at least 1 all-foreign language teaching program based on Chinese-Foreign educational cooperation by 2015. Vocational colleges and schools should try to set up educational training Bases co-organized with high class universities and transnational enterprises.
2. Strengthening Talent Cultivation and Brain Gain
Since 2011, Jiangsu provincial finance has been giving heavy support to about 300 young and middle-aged teachers, more than 50 administrators and about 5 education delegations from universities and colleges for their further study and cooperative research abroad. We should introduce foreign cultural and educational experts both in natural sciences and art majors to the colleges in Jiangsu. Professional teaching and scientific research should be given priority to, and we will also look for the combination between discipline construction and independent innovation. The implementation of “Overseas Famous Teachers Project”, “College Characteristics Project”, “High-level Creative Entrepreneurial Talent Plan” and “Jiangsu Distinguished Professor Plan” will soon be put on the agenda in our province. These projects will give strong reinforcement to provincial colleges and universities in their recruitment of overseas scholars and experts.
3. Promoting International Exchange in Education
Each college or university should set sustainable relations with at least 2 overseas universities sharing same scale and level. Our province strongly suggests college students go to the universities overseas, be trained and educated there during a certain period of time. We also persuade them to take part in the academic seminars and other activities during their stay abroad. Among high-level research universities and colleges in Jiangsu, the proportion for the students with overseas undergraduate and graduate experiences will have reached 3% and 5% respectively by 2015. Regularization of administration and management of joint programs at high school level shall be strengthened. Planning and establishment of international schools shall be made in balance.
4. Enhancing Foreign Student Education and Overseas Schooling
By 2015, colleges and schools in Jiangsu will have built up more than 50 foreign language teaching curriculums, 30 excellent courses and 300 bilingual excellent courses to the needs of foreign student education. Our province will also expand the scale of “Jasmine scholarship” and encourage local government, schools and enterprises to establish more sustainable and pluralistic connections. The number of foreign students in Jiangsu will have reached 30,000 by 2015, among whom the rate of them for credit programs as well as the total number are placed at the front rank in China. The proportion of foreign students for graduate studies in high-level universities and colleges will have attained to 3%.
5. Upgrading Chinese International Promotion
Today, select and appoint capable talents as directors and teachers of Confucius Institutes and develop more curriculum recourses of Chinese teaching and cultural communication is the pressing matters of the moment. Jiangsu provincial Chinese international promotion office and more Confucius Institutes should be founded in recent years. Furthermore, the establishment of Chinese international promotion Base in high schools and elementary schools should be also engaged.
Present Status:
Joint School Running
In China, Jiangsu is the leading province in Chinese-Foreign joint school running. Under the guidance policies of “Positive, Reliable, Normative and High-quality”, the joint school running pattern with Jiangsu characteristics is now growing up. In 2006, Xi’an Jiaotong-Liverpool University was formally established in Suzhou,it marks that our work had been entered a new phase since then. Today, Jiangsu has 384 (18 organizations, 366 programs) joint school running organizations and programs documented by The Ministry of Education P.R. At the same time, Jiangsu has 334 Chinese-Foreign cooperative organizations and projects of higher education with the enrollment of 60,000 students in recent 5 years. Chinese-Foreign joint school running has became an important force of Jiangsu education career, as well as the main form of cooperation and connection with foreign coutries.
