In order to strengthen the development of teaching staff, broaden teachers’ international vision and improve the international level of Jiangsu education, Jiangsu became the first in China to carry out a large-scale plan to send teachers overseas to train. The JPDE has established four (4) teaching training centers abroad and a total of 11,000 teachers and management cadres from all levels of schools have been trained overseas in a mixture of short and long term programs. Jiangsu was the first province to establish a program on such a large scale in China.

According to the outline of the Jiangsu Education Plan and the essence of talent development plan, Jiangsu will organize more than 20,000 headmasters, teachers and managerial staff from schools of all levels to train overseas over the next ten years. During the 12^th ‘five-year plan’ period, the JPDE will send more than 2,000 teachers and managerial staff to train overseas annually.
